{"id":57,"date":"2013-12-10T00:51:52","date_gmt":"2013-12-10T00:51:52","guid":{"rendered":"http:\/\/blogs.oregonstate.edu\/research4agriculture\/?p=57"},"modified":"2013-12-10T00:54:54","modified_gmt":"2013-12-10T00:54:54","slug":"cayuse-unlocking-mysteries-part-2-2","status":"publish","type":"post","link":"https:\/\/dev.blogs.oregonstate.edu\/research4agriculture\/2013\/12\/10\/cayuse-unlocking-mysteries-part-2-2\/","title":{"rendered":"Cayuse: Unlocking (some of) the mysteries \u2013 Part 2"},"content":{"rendered":"<p>Now on to part two &#8211; a little later than promised but a snow day seems to be the perfect opportunity to finish the blog about our Cayuse system.\u00a0 Part 1 can be found at <a href=\"http:\/\/blogs.oregonstate.edu\/research4agriculture\/2013\/11\/08\/cayuse-unlocking-mysteries-part-1\/\">http:\/\/blogs.oregonstate.edu\/research4agriculture\/2013\/11\/08\/cayuse-unlocking-mysteries-part-1\/<\/a>.<\/p>\n<p>My standard reminder: the CayuseSP module is internal to OSU.\u00a0 This is basically the new, electronic version of our proposal transmittal form (the old blue sheet for those of you that remember).\u00a0 This is information that will be kept in our Office of Sponsored Programs (OSP) but not distributed out to the sponsor or to any other institutions.<\/p>\n<p>Now, let\u2019s continue our review of common areas of confusion:<\/p>\n<p>\u201c<b>Budget<\/b>\u201d \u2013<\/p>\n<ol>\n<li>Note that there are two columns; the one of the left is for the \u201c<b><i>Initial\/Current Budget Period<\/i><\/b>\u201d (normally year 1 funds but could be 1<sup>st<\/sup> quarter, etc.) and the one on the right is for the \u201c<b><i>Project Period\/Project Request<\/i><\/b>\u201d (this is the <span style=\"text-decoration: underline\">full<\/span> requested amount)\n<ul>\n<li>The two columns can certainly be the same and the 2<sup>nd<\/sup> \/ right-side column will auto-fill if you press the \u201c<b><i>Click Here if this is a one year project<\/i><\/b>\u201d.<\/li>\n<\/ul>\n<\/li>\n<li>This is just the summary budgetary information and, at this time, there is not an option to add any details.\u00a0 As such, you should always attach a detailed budget breakdown.\u00a0 A spreadsheet showing formulas is preferred.<\/li>\n<li>Also note that there is space to calculate two separate F&amp;A amounts if needed; an example would be partial on- and partial off-campus research.\n<ul>\n<li>\u201c<b><i>Direct<\/i><\/b>\u201d is the amount of all direct costs (no indirect costs)<\/li>\n<li>\u201c<b><i>F&amp;A Base<\/i><\/b>\u201d is the amount of direct costs subject to the indirect cost calculation (if using our on campus modified total direct costs (MTDC) rate, this would be your direct costs less tuition, subawards over $25K, and equipment over $5K)<\/li>\n<li>Be sure to press both the \u201c<b><i>Calculate Amt<\/i><\/b>\u201d and \u201c<b><i>Calculate Total<\/i><\/b>\u201d links to allow the system to auto-calculate the F&amp;A and grand total.\u00a0 I find this is a good general check of my spreadsheet for errors<\/li>\n<li>The \u201c<b><i>Change Rate<\/i><\/b>\u201d link should be used to change to a sponsor-restricted or \u2018other\u2019 indirect costs rate<\/li>\n<\/ul>\n<\/li>\n<li>If you proposed budget included cost sharing or matching funds, some additional questions will pop up when \u201c<b><i>yes<\/i><\/b>\u201d is selected.\n<ul>\n<li>Be sure to \u201c<b><i>Add a Cost Sharing\/Cash Matching Unit<\/i><\/b>\u201d. This will most often be your home unit or department, especially if you are using salary as match. It can be the College if you are only using unrecovered indirect costs or unallowable costs (per sponsor) as match.\u00a0 These are actually costs waived and tracked at a University level. Contact Liz if you are unsure how to list proposed match<\/li>\n<li>Whoever is listed (unit or college) will be asked to sign-off on the amount in question<\/li>\n<\/ul>\n<\/li>\n<li>There are occasional times when you will select that the Dean, Chair or VP for Research provide support funds but this should be negotiated and documented well ahead of submitting through the Cayuse system.\n<ul>\n<li>Don\u2019t use this as your way of broaching the subject<\/li>\n<\/ul>\n<\/li>\n<li>The \u201c<b><i>Personnel\/Space\/Equipment<\/i><\/b>\u201d questions would only be \u201c<b><i>Yes<\/i><\/b>\u201d if you are asking for additional office, lab, or building space be supplied by your unit or college.<\/li>\n<\/ol>\n<p>\u201c<b>Conflict of Interest<\/b>\u201d \u2013<\/p>\n<ol>\n<li>In a perfect world, the answers would always be \u201cYes\u201d and \u201cNo\u201d to questions 1 and 2, respectively.\u00a0 But, read them carefully.\u00a0 If you have any questions, or are not sure if you have done your annual research conflict of interest form, contact <a href=\"http:\/\/oregonstate.edu\/research\/coi\/\">http:\/\/oregonstate.edu\/research\/coi\/<\/a>.<\/li>\n<li>\u201c<b>Regulatory Compliance<\/b>\u201d, \u201c<b>Export Control<\/b>\u201d, and \u201c<b>Intellectual Property<\/b>\u201d sections mirror similar sections in your proposal applications to federal agencies.\u00a0 These three sections all help keep our University in compliance and can create necessary reports for review.\u00a0 Read and answer honestly, they each should only take a couple minutes.<\/li>\n<li>\u201c<b>Subaward\/Subcontracts<\/b>\u201d is simply a section where you would list any collaborating institutions.\u00a0 If you do not have subawards in your proposal, simply select the \u201c<b><i>No Subcontracts<\/i><\/b>\u201d button to get your green check mark required for internal submission.<\/li>\n<li>\u201c<b>Outreach and Engagement<\/b>\u201d is your best estimate on the breakdown of funds allocated towards our three principal missions (Research, Teaching, and Outreach).\u00a0 Remember, this is internal and your best guess.<\/li>\n<li>\u201c<b>Location of Sponsored Activities<\/b>\u201d \u2013 This is also your best estimate on the allocation of time towards your project in any given location.\u00a0 This should reflect only OSU\u2019s (your) share of the project.\n<ul>\n<li>All four sections must total 100% and you can\u2019t edit an entry but rather only have the option to delete and re-add with a different allocation percentage.<\/li>\n<li>As such, if a complex project, I like to sketch out an estimate on scratch paper before entering into the system<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>\u201c<b>Application Abstract<\/b>\u201d \u2013<\/p>\n<ol>\n<li>This is meant to be a simple cut and paste from your proposal summary section but it doesn\u2019t need to be overly elaborate either.\u00a0 Feel confident typing in the general scope of your research if you\u2019d rather.<\/li>\n<li>You do have to select a \u201c<b><i>CIP code<\/i><\/b>\u201d to save the page \u2013 these are very generic so pick the best fit (only one allowed).<\/li>\n<\/ol>\n<p>\u201c<b>Attachments<\/b>\u201d \u2013<\/p>\n<ol>\n<li>At a minimum, this should include a detailed budget, budget justification, and scope of work.<\/li>\n<li>Any additional documentation is always appreciated \u2013 The proposal announcement guidelines, Draft narrative, Required attachments, Letters of support or match, Any required signed documents for an application<\/li>\n<\/ol>\n<p>\u201c<b>Approving Depts<\/b>\u201d \u2013<\/p>\n<ol>\n<li>This section will auto-populate from the information entered on the \u201c<b>General Info<\/b>\u201d and \u201c<b>Investigators\/Research Team<\/b>\u201d section.\u00a0 It will also include any cost match units from the \u201c<b>Budget<\/b>\u201d section.<\/li>\n<li>Press the \u201c<b><i>Authorize Departmental Listings<\/i><\/b>\u201d button and the College level approvers will also auto-populate.\u00a0 This will give you the required green check mark as well.<\/li>\n<li>Be sure to change the routing order to all \u201c<b><i>2<\/i><\/b>\u201ds to avoid a linear approval process and speed up the internal review.<\/li>\n<li>Check this section carefully.\u00a0 If anything seems out of place, go back to the sections mentioned in \u201ca\u201d above and change if necessary.<\/li>\n<\/ol>\n<p>\u201c<b>Submission Notes<\/b>\u201d \u2013<\/p>\n<ol>\n<li>This is the only section that is automatically checked off, which is rather unfortunate.\u00a0 This is an excellent place to add any notes of clarification regarding submission, status of final application, etc.<\/li>\n<li>Use this section!<\/li>\n<\/ol>\n<p>Once you get through the systems a couple times, it really becomes much easier (I promise).\u00a0 Please feel free to contact me at any time with questions.\u00a0 A 10 second phone call can save you an hour of
