This position will perform professional environmental health and safety work through enforcement and public education in the areas of the Onsite Wastewater Treatment Management Program and the Groundwater Protection Program for the Environmental Soils Division within the Community Development Department (CDD).

Compensation

Environmental Health Specialist I: $4,191.15 to $5,616.54 per month for a 172.67 hour work month. Salary normally starts at the first step. Excellent County benefits package when available. This union-represented position is available immediately.

Environmental Health Specialist II: $4,851.79 to $6,501.85 per month for a 172.67 hour work month. Salary normally starts at the first step. Excellent County benefits package when available. This union-represented position is available immediately.

Minimum Qualifications

Environmental Health Specialist I –  Bachelor’s Degree in Environmental Science or related field. Must maintain registration with the Oregon Environmental Health Registration Board as an environmental health specialist trainee or waste water specialist trainee per Oregon Revised Statute (ORS) Chapter 700.

Environmental Health Specialist II – Bachelor’s degree in Environmental Science or related field and two years of experience in environmental health work. Must possess and maintain registration with the Oregon Environmental Health Registration Board as an environmental health specialist or wastewater specialist per Oregon Revised Statute (ORS) 700.

Must have knowledge and skill in the following:

  • Principles, practices, laws, regulations, and administrative policies governing the environmental health area.
  • Well-developed human relations skills to communicate technical concepts to others.
  • Conduct in-service training.
  • Conflict resolution.

Must have the ability to:

  • Communicate effectively both verbally and in writing.
  • Establish and maintain effective working relationships with managers, county authorities, employees, and the general public.
  • Effectively work with customers in a regulatory setting.

Necessary Special Requirements

Necessary special qualifications for the onsite wastewater management program include: a Bachelor’s degree as listed above as well as a minimum of 45 quarter hours of science course work related to environmental sanitation; OR 15 hours of science course work related to environmental sanitation and 5 years of experience in environmental sanitation, or related activities. The science course work for personnel who perform site evaluations and issue permits must include not less than 10 quarter hours, or equivalent semester hours in Introductory Soil Science, Soil Morphology and Physical Geology or Geomorphology.

Possession of or ability to obtain a valid Oregon driver’s license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver’s license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Physical Abilities
Work is primarily performed in a field setting which may require protective equipment to protect against potential environmental hazards or involve working in uncomfortable conditions for extended periods of time. Ability to walk in rough terrain, stoop, bend, crawl, kneel, reach, stand, lift, grasp, talk, hear, see and to work in sometimes adverse weather conditions. Must have sufficient hand manipulative skills to operate small measuring and testing devices.
