Jay RasmussenJay Rasmussen, Sea Grant Extension program leader since 1996, is the recipient of the 2009 Alberta Johnson Award for Excellence in Extension Leadership, presented earlier this month by Scott Reed, OSU Extension Service Director and Vice Provost for University Outreach and Engagement.

Reed called Rasmussen “an incubator of ideas” and “an outstanding leader  whose philosophy of encouragement, mentoring, and support inspires individuals and groups to bring out the best in themselves and others.”

The Vice Provost’s words echoed those of Sea Grant Extension faculty who nominated their program leader for the honor, which is intended to recognize and reward people who’ve made outstanding contributions to the Extension Service through creative and effective administration and leadership.

“Jay is open to listening as we share ideas and dream about creative possibilities,” the nominating team wrote. “His passion for the program and his interest in our professional growth stirs us to excitement and continual learning.”

As program leader, Rasmussen has helped shape and guide a team of   17 marine Extension faculty, both on campus and in communities the length of the Oregon coast.  Oregon Sea Grant Extension has been praised by  federal reviewers as a “best practices” model for the other 29 Sea Grant College Programs across the country.

An historian by education, with a Master’s from the University of Utah, Rasmussen served for 17 years as executive director of the Oregon Coastal Zone Management Association before joining Sea Grant. He is a past chair of the National Sea Grant executive committee and the Assembly of Extension Sea Grant Program Leaders, and serves on the Oregon Water Resources Commission.

Rasmussen formally retired early this year, but is continuing in a a part-time  interim role while the university seeks his successor.

OSG scholar writes about wave energy, law

Former Oregon Sea Grant scholar Holly V. Campbell has an article exploring the legal implications of wave energy development in the winter 2010 issue of the Sea Grant Law & Policy Journal, published by the National Sea Grant Law Center at the University of Mississippi.

Campbell’s article, “A Rising Tide: Wave Energy in the United States and Scotland,” compares and contrasts the two countries’ legal policy and permitting environments for the development of  wave energy, an emerging renewable energy technology that uses the power of ocean waves and to generate electricity.

Campbell, a PhD candidate in environmental science at Oregon State University’s College of Oceanic and Atmospheric Sciences, holds law degrees from the University of Oregon and the University of Utah.

In 2007, she was among Oregon Sea Grant’s Legislative Fellows, graduate students assigned to work with coastal lawmakers and learn about marine policy-making. She has also worked with Sea Grant Extension sociologist Flaxen D. Conway on a grant-funded project, “The Human Dimensions of Wave Energy,” where her assignment was to examine the legal and institutional framework surrounding wave energy development. And she has assisted Michael Harte, head of OSU’s Marine Resource Management program and Sea Grant’s climate change specialist, on several projects.

Summer Scholars program offers undergrads marine science experience

A new Oregon  Sea Grant Summer Scholars program is accepting undergraduate applicants who’d like to get an inside look at marine science and resource management careers by spending the summer working on a marine science project for a state or local agency.

Sea Grant plans to select five or more Summer Scholars, each of whom will spend 10 weeks this summer working with a marine research, outreach, education or public policy agency or institution in Oregon. Potential projects range from collecting and analyzing biological data to developing museum exhibits and assisting on information campaigns. Scholars will each receive a $2,000 stipend to help with living expenses.

The program is open to any undergraduate student who will have completed the equivalent of two years of full time study and is currently enrolled in any U.S. college or university. Students of color, from first nations, non-traditional students, and those from other diverse backgrounds are encouraged to apply.

The application deadline is March 31.

Video: Great White Shark Necropsy

A new video is available documenting part of the public dissection of a 12-foot great white shark that was featured in an earlier blog post.  The shark died after becoming entangled in the ropes of a crab pot, but the shark’s death may mean educational benefits to scientists.

William Hanshumaker, a marine science educator at the Hatfield Marine Science Center, explains: “There are researchers from throughout the country who are interested in what we’re doing here and have requested sample materials…. This is also an opportunity for the public to observe first-hand this unique creature and how scientists conduct research and share information.”

The 2-minute video is a time-lapse sequence showing the fin removal portion of the necropsy.

NOAA’s Spinrad named research director at OSU

Rickard SpinradCORVALLIS, Ore. – A leading federal science director and accomplished oceanographer, who has overseen research efforts at two major federal agencies, is the new vice president for research at Oregon State University, OSU officials have announced.

Richard W. (Rick) Spinrad, assistant administrator for research for the National Oceanic and Atmospheric Administration, will leave his Washington, D.C., post and return to Corvallis, where he received his master’s degree (1978) and doctorate (1982) in oceanography. He will begin his new duties at OSU on July 1.

Scholar urges change in renewable energy approach

Maria StefanovichPolicymakers would do well to change their approach to “selling” renewable energy by focusing on more than  just the potential environmental good.

So writes Maria Stefanovich, Oregon Sea Grant Malouf Scholar, in an editorial in a recent issue  of Sea Technology Magazine.

Stefanovich cites an Oregon  energy policy survey by researchers at OSU that found strongest support for wave energy development among conservative,  “human values”-centered males – a group not conventionally viewed  as friendly to  “green” projects.

Instead of focusing entirely on the environmental benefits of renewable energy, Stefanovich writes,  “policymakers may be more effective in getting the public to adopt renewable energy more quickly if they leverage the public’s economic bias and stress the socioeconomic benefits that wave energy could provide.”

A native of Bulgaria with degrees in Marketing, Advertising, and Public Relations from the Affiliated Institution of the University of Sheffield in Greece, and   in Business Administration and Southeast European Studies the American University in Bulgaria, Stefanovich came to Oregon State University in 2007 to pursue a PhD in Environmental Science.

She is the 2009 recipient of Sea Grant’s Robert E. Malouf Marine Studies Scholarship.

Oregon Sea Grant-funded tsunami research featured in NSF “Discoveries”

“One of our experiments found that small seawalls cause a skyward deflection of an incoming tsunami wave, which consequently reduces wave energy and the force on structures directly landward of the wall. … As seawalls are inexpensive and easy to build, they are a sustainable tsunami defense measure applicable for most coastal communities.”

So writes Oregon State University (OSU) graduate student Mary Beth Oshnack in her article, “Building Tsunami-resistant Cities,” in the National Science Foundation’s online news feature, Discoveries. Oshnack has been working with Oregon Sea Grant researcher Dan Cox at OSU’s O.H. Hinsdale Wave Research Laboratory, part of the National Science Foundation’s  (NSF) Network for Earthquake Engineering Simulation, or NEES.

Public invited to view great white shark dissection today

Great white shark thaws for necropsy

A 12-foot white shark—popularly known as a great white shark—that died in August after becoming entangled in the ropes of a crab pot, will become the focus of scientists this week during its dissection at Oregon State University’s Hatfield Marine Science Center.

The public is invited to view the necropsy, which will be performed over two days.

“It is a shame that the shark became entangled in the ropes and died, but the specimen still has a great deal of scientific and educational value,” said William Hanshumaker, the OSU center’s marine education specialist, who is coordinating the necropsy. “Top predators such as this are difficult to study and we don’t know a lot about where they migrate or breed.”

Hanshumaker, who also is a faculty member for Sea Grant Extension at OSU, will remove the shark from the freezer today (Thursday, October 1, 2009) and put it on public display in a roped-off section of the HMSC’s Visitor’s Center beginning at 10 a.m. Visitors may observe the shark via video camera in the Hennings Auditorium—including necropsy activities, which begin late this afternoon.

At 4:30 p.m. today, Dr. Brion Benninger, of the Neurological Sciences Institute at Oregon Health & Science University, will remove the shark’s spinal accessory nerve, where it will be used in OHSU neurological studies.

Tomorrow (Friday, October 2) a series of procedures is planned. Wade Smith, a doctoral student at OSU specializing in shark studies, will conduct measurements of the shark beginning at 11 a.m., and discuss his findings with a fishery biology class taught by OSU professor Scott Heppell. At 1 p.m., OSU students from two classes will examine the shark and hear experts present information on shark diversity, the white shark’s biology and movements, its unique features, and conservation issues.

At 2 p.m., Tim Miller-Morgan of OSU will examine the shark for external parasites, and at 2:30 p.m., Hanshumaker will measure the animal’s teeth and bite impression. At 3 p.m., Smith will conclude the dissection by collecting biological materials, the vertebra, muscle tissue, the dorsal fin and teeth—all of which have scientific value.

Samples from the white shark will be sent to: Stanford’s Hopkins Marine Station; Alaska Department of Fish and Game; University of California-Santa Cruz; California State University-Long Beach; Monterey Bay Aquarium; and Nova Southeastern University.

The samples will provide data for studies ranging from genetics to toxicology, to age and growth data.

Former Sea Grant Scholar featured on OSU blog

Abby Brown, Oregon Sea Grant’s 2008 Water Resources Fellow, is featured in a recent post in Oregon State University’s “Powered by Orange” blog.

A master’s student in  water resources policy and management with a minor in women’s studies, Brown spent last year as as Sea Grant Water Resources Fellow at the Oregon Water Resources Department. This fall, according to the OSU blog, she’s in Bangalore, India, working with Arghyam, a non-governmental organization dedicated to financing, evaluating and supporting water projects throughout the country.

Brown is chronicling her experiences in her own blog, Water for the Ages.

The water resources fellowship is one of several offered each year through the Sea Grant Scholars  program, which provides graduate and undergraduate students with opportunities to  learn about resource policy and management by working with selected state and federal resource offices.
